Hawaii County spending out of control?

A New County Annex Planned For Hilo
Thats according this WHT article . It would house the Hawaii County Council and Hawaii County Clerk (and possibly more departments). A number of locations are being looked at. Among them, the old Firestone location in the Aupuni Center (formerly Kaiko'o Mall),in the Aupuni Center parking lot, and above Bayside Chevron. The latter is in a tsunami inundation zone. Thus mitigating measures would have to be taken to alleviate that.
It frankly does not make any sense to me that Hawaii County spend between $ 13 and $ 23 million dollars on this new building. Especially when there is pressing infrastructure issues in West Hawaii. I strongly believe that the money could be better used to mitigate the traffic nightmare in West Hawaii.
